It's boring. Pretty sure they only drop from the final boss bud. I can't say I know where to get that from however I know that the Scion of the Old One drops some good wands. The crafted version in sky city is the same as merciless except you don't farm bosses. Final dungeon.

Merciless & Other Gear Changes: The old Merciless gear was a mistake. It was too similar to dragoon which was released earlier. Old Merciless took the catacombs experience away. The nerfing of Morganthe amulets is refreshing. It opens up the possibility of other amulets being used. I don't mind other meta gear being changed in the future.The Dragoon gear was bad, but at least the reagents needed dropped with most fights and if you farmed during double reagents benefit, you could gather quite a few quickly. The only new gear I would get at level 150 is a new deck and wand. Other than that, Dragoon + fossil avenger's set is still godly. For balance, I’d suggest farming for the merciless gear.
